NOTICE OF REQUEST FOR QUALIFICATION PROPOSALS

Invitation: The Montrose Recreation District Board of Directors would like to invite Design Build Firms to submit Design Build Qualification Proposals for the Montrose Recreation District Indoor Facility (Phase 1) Project. The Project consists of a front entrance and lobby area attached to the existing aquatic center facility, customer service front desk area, six (6) staff offices, conference room with kitchenette area, multi-purpose programming space, with required hallways, two (2) restrooms, storage areas and all items required for buildings per City of Montrose, Colorado building codes. Estimated square footage for this project is approximately 5,360 square feet. The existing aquatic center facility must remain open during regular business hours while construction is completed.

Architectural plans and engineering will need to include Phase 2 of the project, which consists

of a 15,000 square foot gymnasium with two (2) multi-use indoor sports courts, two (2) family changing rooms, and tie in to the existing aquatic center facility and Phase 1 construction.

Additional parking spaces and landscaping will be included in the bid proposals with all items required for buildings per City of Montrose, Colorado building codes, including Phase 1 & 2 of the Montrose Recreation District Indoor Facility Project.

The multi-purpose programming space shall include a sound proof wall divider, cabinets, counter space with storage, faucet and sink area and multi-purpose flooring.

The customer service front desk area shall include at least three (3) work stations (one which is wheelchair accessible). The counter area shall include storage for supplies, shelving for computers and printing terminals, wiring for electronic equipment and phones, and semi-private customer service representative work stations to reduce noise interference. Also, a small, private office area shall be constructed behind the customer service counter which will accommodate bookkeeping and record keeping functions, a built-in desk, a small safe, computer, phone, and etc.

The lobby area shall include an area for at least three (3) vending machines, a wall-mounted bulletin board (current 4’ x 8’ bulletin board to be moved from existing lobby), a wall-mounted registration/information station with counter and supply space and a coffee station. The lobby area shall be accessed through an air-lock door system. In the air lock area, provision shall be made for general information signage that can be read from the parking lot.

Requirements: Qualification packages must include completed pre-qualification information and a detailed CPM schedule showing the proposed construction process including the estimated start and completion dates. Additionally, a preliminary budget estimate must be included. Not adhering to the outline provided or failure to provide the items listed under each heading may result in low evaluation scores. Proposals in excess of 100 text pages may not be reviewed. Submit three (3) copies of the qualification package. Estimated completion date for this project is May 8, 2009.

Receipt of Proposals: Proposals must be received by 5:00 P.M., Wednesday, June 11, 2008. Proposals may be mailed to the Board of Directors, Montrose Recreation District, PO Box 63, Montrose, Colorado 81402 or hand delivered to the care of the Executive Director at the Montrose Recreation District Administration Office located at 2104 S. Rio Grande Avenue, Montrose, Colorado 81401. Upon receipt of proposals, a review will be completed and notification for interviews will be sent out. This interview list will be created based upon the pre-qualification information provided and factors such as past performance, willingness to meet time and budget requirements, location and current and projected work loads. Interviews will be conducted at the Montrose Recreation District Administration Office located at 2104 S. Rio Grande Avenue, Montrose, Colorado 81401.

The bidder to whom an award is made may be required to enter into a written contract with the District and may be required to furnish bonds.
